INTERNATIONAL TRAINER ON TRAINING IN HARM REDUCTION FOR FSWs

The Ministry of Health of Azerbaijan Republic is the Principle Recipient of the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) HIV Grant “Scaling up the response to the HIV epidemic through strengthening national capacities and prevention and treatment services for most at risk population”. The goal of the Program is to reduce the spread of HIV epidemics in Azerbaijan. The program is implemented in close cooperation with local NGOs fulfilling harm reduction projects among key population groups (PWID, SWs, MSM) under the coordination of the National AİDS Center.

 

Statement of the work:

The selected international trainer will be required to conduct training for outreach workers and peer educators working with female sex workers (FSWs) and their clients within harm reduction projects in civil sector in Azerbaijan; to provide with up-to-date information and practical recommendations with a reference to international practice.

 

Objective of the training:

To improve skills and knowledge on harm reduction and effective outreach techniques of working with FSWs and their clients, such as building communication, peer education, dealing with stigma/discrimination, and providing services through the harm reduction programs.

 

Modules and Topics included in training curriculum:  

  • To facilitate a learning session with a focus on harm reduction and HIV, Hepatitis, STIs prevention for FSWs
  • To train outreach workers and peer educators to conduct HIV prevention among FSWs and their clients
  • To equip the local outreach workers with the following skills on effective outreach techniques:

-          Characteristics of various types of outreach activities

-          Main principles of peer education

-          Building contact/communication with hard-to-reach FSWs

-          Identifying needs of FSWs and their clients in harm reduction projects

-          Providing access to harm reduction services for FSWs

-          Establishing referrals to medical and psycho-social counseling and HIV testing services

-          Best practices/innovative strategies in harm reduction in various countries

 

Target audience:

Outreach workers and project coordinators, who work with FSWs and their clients.

 

Expected course format:

Information sessions, presentations, discussions in groups and role plays

 

Expected deliverables:

The following documents should be submitted to GFATM Project Implementation Unit and Republic AIDS Center of Azerbaijan MoH at least 10 days prior to the visit:

  1. Training program (course title, purpose, methods, agenda, topics).
  2. Training materials (presentations, hand-outs).
  3. Evaluation tool (pre-and posttests/evaluation questionnaires)
  4. Training report (within 2 weeks upon completion of the training)

 

Note: Agenda for the training should be agreed with the National AIDS Center and the GFATM Project Implementation Unit of the MoH.

 

Duration and place of the assignment: 6 days (two-day training session for 3 groups with 25 participants in each group). Training is expected to be conducted not later than 15 July-15 August 2019 in Baku, Azerbaijan.

 

Required qualifications and experience:

  • University degree in medicine, public health or social sciences;
  • A minimum of 5 years of professional experience at international level on harm reduction and HIV prevention activities among vulnerable groups, preferably FSWs;
  • Experience of work with international organizations and work with the GFATM projects would be an asset;
  • Experience in tutoring and presentations; conducting trainings for outreach workers with emphasis on FSWs;
  • Acknowledgment of HIV prevention activities and outreach work in EECA region would be an asset;
  • Proficiency in English; Russian would be an asset
  • Excellent interpersonal and communication skills.
