“My first “handshake” with drug happened in the early 90s when I was a 16 year old school graduate and it lasted more than 20 years,” – says Sarkhan, our hero who has been involved in Methadone and ARV treatment since 2010. He says he experienced a lot of difficulties that humiliated his dignity during this period. Prison life, distrust of and bad relations with relatives and friends due to the drug usage topped up by alcohol. “Though I was not blaming them for this negative attitude towards me it was so discouraging that I had nothing to do but return back to drugs and alcohol. But I am lucky that despite of my miserable condition in those days my wife did not quit supporting me hoping that one day I will be recovered.”

On 13 March 2014 a training on Financial Accountability and Management of Harm Reduction Program (HRP) was conducted for financial officers of the NGOs participating in Harm Reduction Program. Main objective of the training was to strengthen skills and know-how of NGOs-subrecipients to achieve effective usage of allocated grant resources according to the confirmed schedule and expenses category.

On 25-27 September 2013 a training on ARV Supply Chain and Forecasting was held within the Global Fund Project to Fight HIV/AIDS, Tuberculoses and Malaria. The training was conducted by Pierre de Vasson, experienced international supply chain expert on HIV. 25 participants from the Republican AIDS centre, the Main Medical Department of the Ministry of Justice (MMD), Regional  ART units, the Supply and Innovation Centre of the Ministry of Health of Azerbaijan (SIC), the National Reference Laboratory, the Program Implementation Unit of the Global Fund (PIU) attended the training. Attendees ranged from pharmacists managing storerooms and cabinets, doctors, to procurement and Monitoring and Evaluation officers, stock keepers, warehouse managers and heads of departments. Dr. Esmira Alimammadova, head of the Republican AIDS Centre also attended the training.

As you know, diagnostic review to identify and share positive experiences/successful practices on grants allocated to Azerbaijan Republic, to determine key risks on grant programs and establish risk mitigation recommendations was held in 2012 by Global Fund Office of Inspector General (OIG). Three grants of the Ministry of Health (HIV, tuberculosis and malaria) and one TB grant of the Main Medical Department of the Ministry of Justice were reviewed and relevant recommendations were made.
